Description In July 1999, the Criminal Code of Canada was amended to allow provinces to reduce the mandatory period of driving prohibition for a first time DWI offence from one year to three months provided the offender participates in an alcohol interlock program for the remainder of the one-year period. Since this law passed, the demand for information about interlock programs has escalated dramatically. This created a need for a document(s) that would provide legislators, policy makers and program administrators with the best possible information and advice concerning interlock programs.

To facilitate the development of such a document(s), TIRF organized workshops on alcohol ignition interlock programs in Montreal, Quebec (September 18, 2000), Toronto, Ontario (November 2, 2001), Vero Beach, Florida (October 28, 2002), Hilton Head Island, South Carolina (October 27, 2003), and Phoenix, Arizona (October 24, 2004), and Annecy, France (September 25-27, 2005). In attendance were an international group of leading researchers, interlock providers, policy makers, and program administrators and specialists. The purpose of the workshops were to discuss the current state of knowledge on the effectiveness of interlock programs.
